New York City Council proposes AI regulations to enhance safety and accountability
The New York City Council has introduced a series of bills aimed at regulating artificial intelligence systems sold in the city. These measures include requirements for external validation, kill switches, and provisions for whistleblower protections, reflecting a desire to balance innovation with public safety.
The New York City Council, led by Speaker Julie Menin, has unveiled a package of bills to regulate AI systems in the city. The proposed legislation requires AI products to undergo external validation for data quality, bias, privacy, and security, and mandates the inclusion of a kill switch for safety.
The bills also introduce financial incentives for whistleblowers who report violations, allowing them to receive a share of fines imposed on non-compliant AI companies. Additionally, individuals would have the right to sue AI companies for harm caused by their products if safety measures are circumvented.
The council has invited major tech CEOs to testify at an upcoming hearing, although their participation is uncertain. Menin emphasized the need for regulation in light of the federal government's slow response to AI safety concerns, arguing that New York City can lead in establishing necessary guidelines for this rapidly evolving technology.
Other proposed regulations include requirements for city contractors to report AI safety incidents, rules against misleading safety claims, and privacy protections for chatbots. The council plans to introduce further legislation addressing issues such as deceptive deepfakes and the impact of algorithmic tools on employment.
